HP 10bii+ Calculator P/Yr issue

My calculator is not working like it says it should in the manual or on Google. The information is not clearing with down clear all and the P/yr is not entering any new information when I press a # down and then P/Yr. It will stay at 12 and not clear. It is brand new.
